Although all security problems have some particular regional referents, there is more that is truly global about security challenges than generally is recognized. As the rise of China to bid for hegemony in East Asia changes the “regional” quality of the regional problems of Asia-Pacific, so too it is time to be unprecedently realistic about the prospects for deterrence. In regional conflicts deterrence is, at best, unreliable; at worst, deterrence simply does not function. Both a regional focus for strategic analysis, and enthusiasm for deterrence, warrant skeptical second thoughts.
