Inhoud: The North Atlantic Treaty Organization (NATO) is developing doctrine and programs to protect its peacekeeping forces and its European territory against attack by ballistic missiles based in the Middle East or North Africa. Upper tier systems such as the U.S. Theater High Altitude Area Defense (THAAD) and Navy Theater Wide Defense would be essential to population defense. Because we cannot predict how rapidly the missile threat to Europe will increase, we cannot now project the extent or context of European missile defenses. Three possibilities are (1) slow deployment because of some combination of less-than-expected threat and European reluctance to pay for missile defenses; (2) a global missile defense system built jointly by NATO and Russia; and (3) a purely NATO defense of Europe, based primarily on U.S. technology. In certain circumstances, Russia might challenge NATO's deployment of upper tier defenses in Europe as a violation of the Anti-Ballistic Missile (ABM) Treaty, even after the U.S.-Russian demarcation agreement of March 1997. Dr. Sumner Benson is a career civil servant with the Office of the Assistant Secretary of Defense for International Security Policy. He previously taught Russian and European history at Harvard University and the University of Chicago and worked on East-West security issues and on nonproliferation at the Central Intelligence Agency.
