The odds are increasing that some regional power or terrorist group will use nuclear weapons in the next decade. This scenario is one of several types of crises in which attacks with a few nuclear weapons will not inevitably lead to massive nuclear responses. Unfortunately, U.S. strategy does not recognize the growing plausibility of these crises and does not provide for dealing with the potentially disastrous political and military consequences of a next nuclear use. America cannot continue to assume that the post-World War II tradition of nonuse will continue indefinitely. National security strategy, military planning and programming, and intelligence activities should take prudent steps now to reduce the dangers associated with a next nuclear use and to prepare for those that cannot be prevented. |
