Successful implementation of the Chemical Weapons Convention (CWC) depends largely on the ability to allay fears and suspicions of the less-developed countries who are seeking to expand and safeguard their technologies. These countries are concerned about the effect of CWC provisions (particularly on-site inspections) on their economic and industrial development, especially regarding loss of confidential business information. As a nonaligned country with high-tech industries, India can play a major role in furthering this process. The CWC signatories should make full use of diplomacy in dealing with rogue states that may violate the treaty. |
