The Chechnya conflict demonstrates how Russia's security policy is driven by domestic needs and conditions. It also underlines the Yeltsin government's failure to create durable governing institutions, a true federation, civilian control of the military and intelligence services, or a rule of law. As long as Russia is unable to overcome the internal crisis of the state and become truly democratic, superior domestic pressure will incline it to further adventures like Chechnya. Yeltsin is slipping back into a quasi-authoritarian system where reform will come, when it does, from above and in an unsystematic fashion. The Clinton administration and its allies must rethink their position toward Russia and the Commonwealth of Independent States (CIS), if only to rescue Russia from itself. |
