The October 1994 U.S.-North Korean Agreed Framework for Resolving the Nuclear Crisis raises a number of questions. Given the terms of the accord, it will be difficult to ascertain whether North Korea is abiding by its obligations and, thus, whether the United States is achieving its policy objectives. In addition, the United States may find itself “hemmed in” by commitments under the agreement. Also at issue is whether the nuclear deal should be considered as if it was a treaty requiring congressional approval. |
