The United States and Russia have agreed in principle that they should transform the strategic rivalry of the cold war into strategic cooperation in preventing proliferation of nuclear weapons, ballistic missiles, and advanced conventional weapons. This transformation has been slowed by differences over the pace of reduction of strategic ballistic missile arsenals, the level of theater missile defense permissible under the Anti-Ballistic Missile (ABM) Treaty, and the implications for international stability of Russian transfers of ballistic missile technology to India and conventional arms to Iran. These disagreements may represent no more than temporary delays in the former superpowers' movement toward a cooperative approach to international security. They could, however, indicate an underlying divergence of views that is great enough to significantly limit U.S. and Russian ability to promote a new international order. |
