Inhoud: A variety of growing political, economic, and military constraints on the prompt exercise of U.S. influence during international crises suggests worsening prospects for the successful practice of deterrence in regional settings. Key problems arise from the perceived US. sensitivity to potential costs of action, limits imposed by multilateral strategies, and strict adherence to the practice of threatening use of force or using force only as a last resort. Mitigating the effects of these constraints may require developing the willingness to act unilaterally and to incorporate credible early forceful options into crisis management strategies. Finally to cope with the dilemma posed by having still extensive commitments and interests in an era of force drawdowns and economically straitened conditions, U.S. policymakers should strive both to foster the rise of regional balances of power and to rationalize the process by which those who benefit from US. security guarantees would assist in defraying the related costs.
