Inhoud: Western technology controls were originally designed to impede the diffusion of weapons technology to the Soviets, but these constraints have been extended to technology- capable Third World countries like India. The rationale of the United States has been to stem the proliferation of weapons of mass destruction (WMD). Though it is a democracy with serious regional security concerns, India, has never been regarded as hostile by the United States. Nonetheless, India has been put in the same club as hostile WMD proliferators in terms of Western technology denial. The real reason for this discrimination is to impede India's emergence as a high-tech competitor for the West. In the post-cold war environment, a distinction in control systems should be made between technology-capable, dependable Third World countries and hostile proliferators.
