Germany is seeking a replacement for its obsolete Hawk air defense system. Competing proposals for cooperation with the United States and with France have produced some dissension within the German government. The Luftwaffe prefers cooperation with the US. Army Corps Surface-to-Air Missile (SAM) program, while the Ministry of Defense Armament Department has been lobbying for the French Surface/Sol Air Moyenne Porte-Terrestre (SAMP-T). This article examines the pros and cons of German collaboration with the United States and with France, and examines prospects for a trilateral cooperative initiative. Rather than skillfully negotiating for the best deal, Germany is trying to please everyone and postponing a clear-cut decision. |
