The Republic of China (ROC) on Taiwan functions today as a modern, pluralistic, liberal democracy. Building on its “economic miracle,” the ROC's political modernization process has unfolded in an orderly, evolutionary manner. Its pragmatic foreign policy calls for active diplomacy abroad, while holding out the prospect of eventual reunification (after having declared an end to the virtual state of war with mainland China in 1991). The ROC is actively engaged in substantive relationships with the United States and other Asian-Pacific countries. Its economic success story has earned it international credibility and respect. Taipei's admission to the UN would be conducive to the eventual reunification of China, because it would provide a politically neutral environment in which relations between the ROC and mainland China could evolve in a more positive way. |
