Contents: NATO members have been intensifying their cooperation on nonproliferation policy. The January 1994 Alliance Summit established two working groups dealing with the political and military aspects of the proliferation policy. The ensuing policy framework was made public at the Istanbul NATO ministerial meeting in June. According to the author, NATO should consider an “assertive nonproliferation policy,” including: 1) defusing proliferation incentives; 2) enforcing international sanctions; 3) offensive military action; and 4) ballistic missile defense.
