Contents: Historically, American and Russian national interests have not been confrontational, and the coming period may see a reestablishment of traditional patterns. The United States and Russia are now engaged in cooperative efforts in arms control (including safe and secure dismantlement), nonproliferation, and export controls. The April 1993 Vancouver Summit gave a major boost to negotiating a test ban treaty. Other areas for future consultations include: defense and military cooperation, peacekeeping, and counterterrorism.
