Contents: New tasks and missions, in addition to new members, could overburden NATO and strain the consensus among member states and alliance cohesion. The German domestic debate over secuity policy reflects unduly optimistic assumptions about the future strategic environment and widespread ignorance of the significance of military power as an instrument in foreign policy. NATO's principal role is to provide a common defense for its members, based on common interests. Extension of membership to the East and/or serious involvement in peacekeeping could undermine this central premise. The attempt to adapt NATO's mission to new challenges is important, but only if NATO's strength and coherence can be maintained.
