Contents: The Clinton administration does not have a clear foreign and defense policy. Budget reductions in the Department of Defense, largely a function of domestic economics, are increasing the disparity between the ends and means of U.S. foreign and security policies. As a result, the Clinton administration will seek multilateral security efforts as a means to redress the imbalance.
