The strategic, organizational, and operational variables of airlift are too complicated ever to allow a confident determination of how much is enough. Military planners can reduce the uncertainties caused by the shortfall between requirements and reality by planning within its limitations, but only as a compromise from the operational ideal. The active and reserve military elements of the global airlift fleet must be equipped and sized to service the military core of whatever wartime requirements are adopted as the planning standard. |
