This study seeks to address four issues concerning airpower and the use of force in the aftermath of the Gulf war. These include: (1) What are the continuities and discontinuities between the cold war and the post-cold war international security environment? (2) Will the preeminent U.S. strategic concept of the cold war—deterrence—remain so in the years ahead or will a different concept be equally or possibly more relevant in this new environment? (3) Is compellence a more appropriate strategic concept for the 1990s? (4) Can airpower, as employed strategically and tactically in the Gulf war, contribute to the adroit use of compellence by the United States as a strategic concept? |
