This article contends that the recent war to remove Iraqi military forces from Kuwait has established legal precedent for effective United Nations-sponsored actions in the arms control field. In the past, four basic avenues for control have been explored: control of supply channels, reduction of demand through negotitation, active deterrence, and confidence-building. Coercive measures to eliminate arsenals of mass destruction held by renegade regimes may now be sanctioned by the Security Council as a means of stabilizing situations in various subregions. Essential to such action is continued consensus by the permanent members of the Council. |
