Strategies developed to cope with energy vulnerabilities provide a critical measure to evaluate a state's capacity to adapt to changes in the international environment. This article examines the conditions shaping these strategies. The author argues that the requirements of domestic ruling coalitions underpin the selection of certain instruments and not others. Brazil's domestic response, given the political requirements of rapid economic growth in the 1970s, involved import substitution and the expansion of state entrepreneurship and exports. The international expression of these adjustments was heavy internal indebtedness as well as a conciliatory pursuit of bilateral arrangements with oil producers on one hand, and with capital and technology suppliers on the other. The article concludes with a brief comparison of Brazil's responses to that of other newly industralizing countries and an assessment of changing domestic conditions that might influence future adjustments. |
