Inhoud: Effective governance demands chief administrators to demonstrate understanding of the functions of higher education institutions and make prompt decisions congruent with the goals of the total institution. To what extent can the chief administrator make intelligent, prompt decisions consistent with policies outlined by the governing board? It is questionable whether the chief administrator of the institution can effectively work in and maintain a leadership role among campuswide committees. The growing pattern toward increased representation and participation in governance has resulted in greater uses of committees in governance. Faculties, students, and staff play a role in governance through various committees on many campuses across the United States. Committees in higher education often serve a useful purpose that benefits all groups concerned. Yet merits of committees are often absent from their actual uses and functions in governance. Some of the negative factors of committees are (1) how committee members are selected, (2) inefficient use of time, and (3) duplication of purposes and goals. The complex configuration of committees on many campuses doe's indeed suggest that improvement is needed to attain the necessary goals of institutional governance. Several implications to remedy committee uses in campuswide governance are discussed.
