Contents: Community colleges and other institutions of higher education are undergoing a period of fiscal constraint where it is important to explore all policy options for institutional financing. One option is the operating chargeback where a portion of the local funding share can be charged back to the individual student's county of permanent residence. Using the public community colleges in the State University of New York as an empirical base, the operating chargeback was defined and discussed. The impact of nonresident students on the chargeback revenue was highlighted along with the variability in chargeback rates due primarily to differences in college costs. The effect of a chargeback determined by college cost differences upon student choice was emphasized. Two alternative policy options to the existing chargeback were identified and discussed, and these included a chargeback determined by sponsor contribution to the local college and a uniform statewide chargeback. It was concluded that the present system was the most equitable but not the most equal approach to the chargeback.
