Inhoud: Although Illinois public community college tuition and fee rates have risen significantly during the 1990s, analysis of the relationship between tuition increases and enrollment trends at 39 of the 40 Illinois districts reveals that the recent tuition increases do not seem to be responsible for the 1993 losses in statewide enrollments. To the contrary, students seem willing to pay more than $1,000 per year in tuition and fees. A significant number of Illinois colleges enjoyed enrollment growth in a year when they implemented a major tuition increase. The same conclusion was reached when evidence regarding lower income groups was considered. Several studies have shown that lower income students often choose to attend proprietary schools that offer programs similar to those at community colleges but at a much higher cost to the student. Other possible explanations for the 1993-1994 enrollment decline are offered, including the possibility that increased employment opportunities may be placing greater demands on the time of people who, if unemployed, would enroll at a community college. Another possible explanation is the reductions in student services that are occurring at the urging of the Illinois Board of Higher Education's Priorities, Quality and Productivity program.
