Higher education in the United States has employed, with varying degrees of success, many different planning models. With each, an attempt was made to anticipate and prepare for possible social, economic, political, and technological changes. Of these models, strategic planning exists as the most current and widely espoused model in use today by higher education. However, as with other models, strategic planning can be only as effective as the planners' understanding of, use of, and belief in the merits of effective planning. The literature is replete with descriptions of the many planning models and acceptable methodologies for implementation. However, little research exists regarding the concomitant psychological factors contributing to individual planning behaviors. To this end, this study endeavored to identify those factors that most greatly affect the Strategic planning behaviors of post-secondary occupational program administrators.
