Contents: The paper proposes a new framework in comparing different media systems after the collapse of Communism in Eastern Europe and the U.S.S.R. It re-examines the classical framework stipulated under the Four Theories of the Press and its revised versions. After nearly 80 years of experiment, Communism ran out of steam, and the classification of Communist System under the Four Theories is no longer significant in international comparison of communication systems in the 21st Century. The 21st Century will witness the dominance of capitalism and ascendancy of democracy. Authoritarianism as stipulated under the Four Theories would become a less important category. The author proposes a new conceptual scheme for comparing different communication systems. The major distinction between different political and communication systems are to be found in the degree of Capitalism each national polity has achieved and in the emphasis each gives to “individual liberty”; versus “social responsibility.”; The new conceptual framework classifies the whole world into four new categories, namely, Advanced Liberal Capitalism, Advanced Social Capitalism, Delayed Liberal Capitalism and Delayed Social Capitalism. The surviving authoritarian and communist systems in these days are only transitional forms which will develop into one of the four types of system in the coming century.
