In August 1968, the Warsaw Pact decided to intervene in Prague. The Pact then functioned as a reciprocal reinsurance club to preserve the Soviet empire in Eastern Europe. However, in 1980/81, when the Polish communist leadership confronted 'Solidarnosc', this insurance club no longer existed. This was because detente had increased the difference in national interests of the Warsaw Pact countries. The Soviet Union was no longer willing to intervene as it had been in 1968, but it was Jaruzelki who feared a possible collapse of 'Socialism' and who decided to impose martial law in Poland. The article examines how the Brezhnev Doctrine had become by 1980 an obsolete mechanism for the Soviet Union to exert its power and influence in Eastern Europe. |
