Inhoud: There are 261 international rivers in the world which are the major suppliers of fresh water for human consumption. In a situation of increasing scarcity, the issue of sharing and managing rivers has received particular attention. It has been suggested that future wars will be fought over the control of these rivers, though the world is yet to witness a water war. Rather, water scarcity has recently brought together many of the riparian countries of these international rivers to form cooperative arrangements. Nevertheless, without a comprehensive framework for water resource management, these river agreements will not be successful in the long run. This article argues for the establishment of river basin institutions which take into account social, environmental and economic objectives, combined with decentralised management, distribution structures and fuller participation by all water users.
