Contents: Originating partly in discussions within the CIB working commission W55 - further examples of which are featured in this issue — this article considers a topic of wide general interest, namely why do so many building investment decisions apparently not conform to the 'rational' assumptions of standard discounting principles? It is argued that the theory may have to take account of the psychology of the actual decision-making process. The trade-offs between gains and losses are not symmetrical; a postponed loss of $x is less aversive than a postponed gain of $x is attractive. The author is Assistant Professor of Economics in Architecture at Massachusetts Institute of Technology.
