I believe that the main configurations of formal schooling will be unrecognisable by the mid 1990s in many respects: the powers of local education authorities, for example, the balance of public and private provision; the role of the central state ... The transition will be as fundamental as that of 1780-1840 (the birth of 'mass' schooling) or as that of 1865-1880 (the creation of a civic education service). By the end of the century, the 'growth' of 1870-1970 may look like a specific historical phase, with its typical educational forms oddly relative to my children's children. (Johnson, 1989, p. 92) |
