This article describes the effects of the 1988 Education Reform Act on racial equality of opportunity in further education focusing, in particular, on management changes, including strategic planning, financial delegation, control over staff appointments, the composition and role of governing bodies, and relations with schools, higher education and adult continuing education. It concludes that the successful implementation of equal opportunity policy in further education requires the recognition and adoption of a management model, involving precise goal-setting, resource allocation and evaluation.
