In a recent study (World-wide Fund for Nature, hereafter WWF, 1999a and b; Fien et al., 2001 & 2002) which involved research into the effectiveness of educational provision across the WWF international network, the relationship between information provision, communication, education, and capacity-building was explored and a model proposed. Based on continuing work with WWF and others, this article critically examines this model and proposes changes which acknowledge the centrality of learning within the capacity-building process, and locate capacitybuilding itself within the wider socioeconomic context.
