Hugo Chavez is accelerating the “refounding” of Venezuela: The masses applaud his egomaniacal transformation of the country while he creates new domestic dependencies as well as new international alliances. The “Bolivarian Revolution,” however, is a burden for democracy—in all of Latin America. The new international cooperation among rogue states and the unchallenged power consolidation within Venezuela signal a multipolar readjustment of the global geometry of power and thus an enduring decline of the West as a power that can structure international relations and as a concept of ideas that the world aspires to. This article describes new domestic developments, Bolivarianism as a variant of populism, the foreign policy dimension of the “Bolivarian Revolution,” and Chavez's intensive “underdog diplomacy.” It finally formulates some policy recommendations. |
