Contents: Putting the “surge” in proper perspective by examining what it is and what it is not, this analysis of the struggle in Iraq judges it to be both an insurgency and a civil war that require political action in order to establish a functioning state. In short, the article concludes that the “surge” has bought time in which to promote reconciliation among the people of Iraq—the only political development that will achieve peace and stability in the war-torn country.
