Inhoud: This paper reviews a number of planning and social justice issues that arose during a research project undertaken by the authors into the human service needs of the elderly in a coastal shire in rural North Queensland in 1995/96. The paper offers a brief review of current aged care policy and a report on the major findings of the project, before moving on to a more critical analysis of the planning and equity issues that arose for the authors during the course of the study. In particular, it was found that there was very little local understanding of current government initiatives in either institutional or community based care of the elderly and little opportunity for local people to participate meaningfully in the planning process. The paper argues the need for a much greater degree of integration of planning processes if the interests and welfare of older people are to be effectively safeguarded.
