Gender is not usually considered as a conceptual variable in organisation and administration theory. In social service agencies where women provide the majority of the labour force but a minority of the higher managerial levels, this conceptual vacuum is problematic. The neo-Marxian view of social welfare agencies argues that female employees have little power and mobility inside and outside their organisations. Strategies for confronting this situation are presented. |
