This is a report of a study comparing the changes in social functioning of children and families served by three child care programmes of an agency. For many years practitioners in the field of child welfare have been debating the efficacy of various forms of substitute care for children, who because of severe parental, socioemotional or physical incapacity are presumed to require separation from their families. Non-permanent solutions as substitute care in foster home or residential facilities, have been viewed by most practitioners as a last resort form of intervention, a course of action to be taken only, if and when, other avenues of help to the child and family have been exhausted.
