Inhoud: The principal aim of this paper is to discuss a number of “central” theoretical issues underpinning the organization of welfare regionalization in Australia. Emphasis is placed on the need for systematic evaluation of existing services and community needs as an essential prerequisite to planning. This particular article does not attempt to prescribe specific regional “models” or courses of action. Nor does it explicitly develop full discussion on citizen participation, regional boundaries or political/power issues. These and other broader issues are briefly covered only to help place discussion in perspective. The “core” of the paper is aimed primarily at clarifying some of the fundamental organizational issues and questions raised by regionalization. It is appropriate to begin by “locating” regionalization within the broader context of social development, and social welfare.
