Linking Europeanization to program implementation, I offer a contingent model that emphasizes the significance of two variables: ambiguity and complexity. Europeanization's success, i.e., its effectiveness and democratic accountability, is hypothesized to vary according to a program's level of ambiguity and complexity. Four types of Europeanization are identified and explored: administrative, adversarial, interpretative, and experimental. The model improves on arguments regarding Europeanization by identifying the conditions under which top-down and bottom-up approaches are appropriate, by rectifying the fallacy of delegation and control, and by identifying important value trade-offs in European integration.
