Philippine lakes, though an important feature of the country's landscape and a vital source of food for the population, suffer from degradation by human activities. Based on the experience of Laguna de Bay, the largest lake in Asia, lake degradation can be attributed to insufficient investment, excessive demand, inappropriate technologies, and ineffective institutional arrangements. Policy options should be tailored to address each of these specific views. Picking one policy over another or a standard cocktail of policies may not work best on Philippine lakes, but a specific mix of policies developed for each of the lakes may be effective. This requires putting together a combination of policy instruments to influence users' behavior in different lakes.
