This paper focuses on the general philosophy, tools and methods of managed healthcare systems as they are presently employed in the late 1990s. It also addresses the application of managed healthcare to people with disabilities in need of long-term support systems. Issues of financial inevitability, institutional change, and ethical considerations regarding the application of managed healthcare to people with disabilities are discussed. A proposal of principles and guidelines is drawn for use in the development of managed care systems across all health and human service delivery systems in the Commonwealth of Virginia. |
