Authorization1 1 In the UK, the functional equivalent of the term authorization (France: autorisation, Germany: Genehmigung, Switzerland: Bewilligung/Baubewilligung) is planning permission; but there are important differences. An authorization deals with all aspects of the planned industrial installation, including technical, operational, and safety aspects. Therefore, it may only be granted at the end of the planning procedure, when all details have been checked by a highly specialized technical authority. Planning control in the UK under the Town and Country Planning Act focuses on the suitability of land from locational and amenity perspectives for new or extended facilities. For details, see Brown, S., Cupei, J., and Lötz, W. Environmental Policy, 1993, Manual of International Legal and Administrative Terminology, Editor: International Institute for Legal and Aministrative Terminology, Carl Heymanns Verlag, 72 (no. 74) and 77 (no. 109); Cupei, J. 1994, Vermeidung von Wettbewerbsverzerrungen innerhalb der EG durch UVP? (Avoidance of Distortion of Competition in the EEC by EIA?) Nomos Verlag Baden Baden, 48 (2.2.01), A comparison of Selected Topics in the UK, the Netherlands and France; Marr, K. 1997, Environmental Impact Assessment in the United Kingdom and Germany—A Comparison of EIA Practice for Wastewater Treatment Plants—Studies in Green Research, Aldershot, Brookfield, Sydney, 263 sequ., pp 268–271. and eia of industrial installations
