This article deals with the developmentof a methodology for improvingthe assessment of external costs oftraffic accidents in the economic assessmentof transportation projects.It reviews the causes, variables anddetermining actions in traffic accidents;it also outlines some forecastingtechniques and proposes an approachfor the calculation of total and marginalcosts of accidents. It is intended toassess external costs of accidents basedon the analysis of accident statistics,and on the identification of relevantcauses and variables depending onthe type of transportation project tobe evaluated. The methodology usedhelps improving the assessment of externalcosts of accidents, and proposesa basis for research on market-basedinstruments that permit an adequateinternalization of external costs ofaccidents. In order to properly applythe methodology proposed, theremust be an improvement in bothnational statistic records and theprocesses for identifying the causes ofaccidents. Finally, it is recommendedthat welfare losses caused by the riskof dying in a traffic accident, as wellas the social and moral costs caused bytraffic accident casualties, are includedin the analysis. |
