This paper investigates the role of state played inthe regional innovation systems through stateuniversities and legal and institutional setup inTurkey. After a discussion of the lack of regionalperspective in policy-making until very recently,the paper examines two salient laws that haveramifications for regional economics. Technologydevelopment regions/centers, university-industryjoint research centers and state universities onaccount of public research undertaken in and theirrole in the mentioned centers/regions seem to bekey elements in regional innovation systems. Theeconometric analysis forwarded that each of theseelements has a positive and statistically significanteffect on the patenting performance of regions. |
