Texas was the last state to provide public education to undocumented children. With the nearly unanimous passage of House Bill 1403, Texas became the first state to provide public higher education at resident tuition rates to these same students. This study provides a brief history of immigration issues and laws relating to education; describes the current status of Hispanic children and families; examines the importance of higher education for child and family well-being; discusses the events and issues relating to the bill's passage and implementation; and analyzes the bill's financial, social and political repercussions for the children and families targeted and for the state as a whole. Finally, the study emphasizes the impact that legislation can have in achieving social and economic justice. |
