Inhoud: This paper examines the question of 'local literacies' in the context of an extremely naive view of social structure and an essentially decontextualised 'autonomous' view of literacy. The neutrality that is associated with social forces hides the subtle ways in which the elite imposes a minimalised version of its language and culture on the oppressed making sure that local literacies receive only a decorative treatment. It is in this context that this paper looks at the campaign-based literacy programmes which may be regarded as a compromise between hierarchically organised State initiatives and grassroot revolutionary approaches in which literacy is inevitably embedded in a struggle for social change. The case of the 'Ambedkar Nagar Project' in Delhi brings out the initial euphoria associated with campaign-based programmes and the dangers of its subsequent degeneration if it continues to be located in a naive view of society and literacy.
