Kansas is one of several states that implemented spousal impoverishment legislation prior to the new federal law. The three-year history of advocacy in Kansas shows that Kansas advocates succeeded because they were in the right place at the right time with a public issue and a bill that legislators could approve. Court decisions in other states eventually resolved the uncertainty of federal disapproval for this innovative legislation. |
