The main strength of the child and youth care system in Israel lies at its two extremes: the nuclear family and the child caring institution. For historical and cultural reasons, child caring institutions carry little stigma and enjoy wide public and professional support. In spite of the changes in the populations in the institutions, which currently serve predominantly disadvantaged children and youth, public impressions have not changed radically. Recent trends reflect heavier reliance on community-based services for disadvantaged youth, but efforts to coordinate and improve such services are only beginning. |
