Contents: The conceptualization, specifications, and implementation of social policy in the European Union are being advanced as a “third way” constituting a “new synergy” of the social dimensions that constitute a modern welfare state capable of responding to changing social developments. These social developments were identified as a variable oriented comparative strategy for unification. A variable oriented comparative strategy produces new insights to scholarly research in multilevel functions; fresh and challenging pedagogical content; and, finally, a method that offers a major breakthrough toward constructing innovative and experimental models.
