This paper reviews programs aimed at New Zealand's war veterans and their dependants and survivors. It draws a distinction between those veterans who have not seen active military service, who receive only modest support from the defence services, and those who have, who have long received support in recognition of their contribution and their economic needs. The history of war pensions in New Zealand demonstrates a vigorous and sustained campaign by veteran's groups to maintain a clear distinction between their claims and those of other pensioners and beneficiaries. Yet the battle to keep war pensions separate from the social security system has recently been lost, as the political importance of war pensions has diminished as the target pupulation ages and declines in size. |
