In this paper the possible role of an educational broadcast service as an alternative to the mainstream of broadcast services and of educational provision is discussed. The following matters are dealt with: The provision and acquisition of information and education as basic human rights, and as responsibilities of the State. By referring to a number of practical constraints and questions, the need for alternative forms of provision is underlined. The possibilities and limitations of the alternative offered by broadcast media in the provision of education. Questions surrounding the establishment of an educational broadcast service, for example the identification and involvement of stakeholders, the management of such a service, and specific problems to be addressed in South Africal context. A possible framework for educational procision with optiomal utilisation of broadcast media: — Co-workers involved in an educational broadcast service — The managing and placement of such a service — Existing infrastructures in the RSA for managing and running an educational broadcast service — Specific problems which should be addressed within a South African context. |
