Inhoud: The study of military forces in southern Mediterranean countries leads to the conclusion that for the present and the immediate future NATO is not confronted with a real 'threat from the South'. States around the Mediterranean have neither the capability nor the intention to threaten militarily the territory and populations of the Alliance. Therefore, the proliferation threat against NATO countries should be conceived of as a mid- to long-term threat that - under certain circumstances - might be avoided altogether by political means. The question, however, is whether one can rely solely on political-diplomatic means or whether these should be complemented by military preparations. NATO's emphasis should continue to be on political-diplomatic means and on non-proliferation, but these should be complemented by military preparations, mainly of a defensive nature.
